server should bind both stacks with IPV6_V6ONLY

To be more robust and cross platform compatible, we dont want to rely on ipv4 mapped ipv6 addresses. There should be two sockets bound to both IP stacks independently. Also the discovery advertisements need to the reflect which stacks are actually bound to.
