bug(plugin): serviceAccount needed when using the emulator

@prescottprue. Thanks for the 2.0.0 update. We're trying to use your plugin in our Gitlab CI, running the emulator, using the default_credentials. We still need to use the serviceAccount. Is there a way that we don't need to use the serviceAccount env when using the emulator only?

Are you receiving an error when trying to do this? I thought that we switched to including credentials only if they are passed, and thats what a quick look seems - that said I haven't replicated yet. If you could provide the config + env variables you are using that will help me make sure we get what you are describing fixed.
