Dialog with Long Content does not scroll in IE11

Current behavior
When a dialog is opened in IE11 with long content, it vertically expands below the bottom of the window. No scroll bar is present, and scrolling via mouse wheel does not work.

Expected behavior
Dialog should be bounded by the window, and have a scrollbar in the content area. See Chrome or FF behavior.

Minimal reproduction of the problem with instructions
Click the "Long Content" button on the linked showcase page. Attempt to scroll.
