[FEAT] Enforce specifying the version of the used tool/lib in the BUG template

Is your feature request related to a problem? Please describe.
Currently, we don't ask the user to provide this information, which makes the debuging harder.
For instance, in process-analytics/bpmn-visualization-js#2245, if the user didn't have provide information in another issue, it would have been longer to understand what was going on.

Add a field in the "To Reproduce" paragraph

To be done in all repositories including these that override the defaults from the .github repository

• .github: feat: update the GitHub templates #33
• bpmn-visualization: docs: rework issue templates for bug and feature bpmn-visualization-js#2964 / docs: improve the issue templates bpmn-visualization-js#3148
• specific templates in dedicated repositories have been removed: chore: remove GitHub templates mxgraph-sketch#89
