Feature Request: Implement XEP-0465: Pubsub Public Subscriptions

Hello,

I am the lead developer of Libervia (https://libervia.org), which makes extensive use of the Pubsub feature, particularly for blogging functionalities. I authored XEP-0465: Pubsub Public Subscriptions and it would be great to see it supported by ejabberd’s Pubsub/PEP Implementation.

In short, this specification permits an opt-in, privacy-aware way to show subscribers and subscriptions, i.e., the "followers/following" feature seen on other social networks.
