Impact

As of today, if FIL-Infra bootstrap nodes were to go offline due to unforeseen circumstances - outages, human error, unpaid invoices, etc - it's highly likely lotus users could not join Mainnet, after starting or restarting lotus. Peer tables are not persisted through restarts.
