Upgrade bridge to v3.82.0

Tracking a number of issues that should be fixable with this change.

With pulumi/pulumi-terraform-bridge#1927 and enrolling the underlying resources to PlanResourceChange the following issues should be fixed:

• wafv2 rules are modified on every up.  #3880
• Received diff update for created waf resources #3306
• Permanent diff on aws.wafv2.RuleGroup #3190
• aws.wafv2.RuleGroup & aws.wafv2.WebAcl stack not saved, stilled update after last updated #3454

Also just updating the bridge should fix the following import warning issues:

• Importing a subnet gives a warning #2318
• Not able to import aws.directconnect.GatewayAssociation #3670
