Add support for wildcards in environment permissions

There is currently no way to add environments to team permissions as they are created and the grant environment access does not allow wildcards either.

With the recent release of projects as part of environments, it makes using environments much easier. However, not being able to assign environments automatically add friction to the user experience.

This should be considered as part of the following issues

• GitHub app integration - Pulumi preview fails with permission errors for any stacks that use ESC environments #387
• Add support for wildcards in stack permissions #459
