Fully test unstable ABI

Description

The change to fully test the unstable ABI (which has/is becoming more important with PRs #4570 & #4319) is very simple, it just removes one -DPYBIND11_TEST_OVERRIDE line in ci.yml.

To not lose test coverage for the -DPYBIND11_TEST_OVERRIDE feature, dedicated tests are added for ubuntu, macos, windows. The extra work is added to quick jobs, based on a review of CI logs (see below; for current master), to not increase the CI start-to-last-job-finished time.

In other words, this PR decouples testing the unstable ABI and testing -DPYBIND11_TEST_OVERRIDE.
