Python: 3.7.9
Current Pip: 20.3.2
OS: Windows 10 Pro

When I upgrade pip, it keeps downloading all the older version from 20.3.2, 20.3.1 and it keeps downloading without any meaning.

Your title and content don’t match. What is the pip version you’re using?

Pretty sure you're using pip 20.3.2, and hitting #9284.

I have the same issue. Followed the upgrade inform just before, it is downloading all the older version now. :(

@dukuby do pip install pip==20.3.3 -- there was a bad bug in 20.3.2.
