Could Twine be merged with Pip? #127

Twine is a utility for interacting with PyPI.

So is Pip. Why separate apps for downloading and uploading packages? I'd like pip upload.

An advantage of merging with pip is that it ships with Python so more people have it and more people know how to use it.

It's planned, but probably won't happen until after Warehouse goes live and we design a new upload API.
