Issue

The currently included setuptools, 46.1.1 (02c58c1), has a rather annoying issue that it drops execute permissions on scripts installed (pypa/setuptools#2041). This is fixed in 46.1.3, but all our virtualenv environments are broken by default unless we override the seeder. If this could be released in an update that would be great.
