Allow setting the ignore-without-code option in the config file

I'm very happy that #11633 landed, but I can't seem to figure out how to turn it on via the configuration file.
Perhaps I am missing something, but I think this is currently not supported and it can only be passed as command line flag.

Never mind, apparently you can do so by setting:
enable_error_code = ignore-without-code

Perhaps this should be better reflected in the documentation, but I'll close this for now!
