Adds a
followingargument to theBufferstream which toggles whether the plot will "follow" the current axis ranges of the plot. Currently streaming data always follows the plot which makes it impossible to zoom. This feature will make it possible to add anotherfollowingmode which disables following while a user zooms and reenables it when a user clicks the reset tool.First step at addressing #2441
