Let's get this merged now, so we can both start building with the new theme. There's still plenty of things to fix but that can be a new PR. |

I really like the new look! It will definitely do the job of making anyone who has visited the website before notice all the new docs. Merging. |

Switches from readthedocs based Sphinx template to a template based on the bokeh_theme and CSS based on bokehplots.com. Also introduces basic website skeleton based on the plan discussed in #1379.
