DB Manager - Offer to update raster overviews when the main raster is moved to another schema

Feature description

The DB Manager provides the functionality to move a raster table to a different schema via Table > Move to Schema. Currently moving the main raster table has the following side-effects:

• The association with any overview raster tables is broken as the enforce_overview_rast constraint for each overview is not updated.
• Overview rasters aren't also moved to the same schema as the main raster.
  • This isn't necessarily an issue as overview rasters can live in a different schema to the main raster but overviews are often in the same schema as the main raster

We would like to propose automatically updating the overview raster constraints for each overview and giving the user the option to move overviews to the same schema via a prompt.
