Comments are detached when replacing section even if <annotation> is preserved

Hello,
For a given section, such as:
<p class=“line” id=“NdYACAiKGrW”><annotation class=“c9 h2” id=“IWdACAjH0IG”>123(<a href=“https://456>456</a>)</annotation></p>

I want to replace it to
<p class=“line” id=“NdYACAiKGrW”><annotation class=“c9 h2” id=“IWdACAjH0IG”>123(<a href=“https://4567>4567</a>)</annotation></p>

Even though the annotation and its id are not changed. The comment is detached after this operation. UI indicates that These comments refer to a section of the document that has been deleted
