Add support for Scala 3 crossbuilds, raise min version to 1.5.8 sbt/sbt-git#256
sbt 2.0 cross-builds sbt/sbt-ci-release#314
using addSbtPlugin to add a transitive plugin dependency doesn't seem to correctly pick up the resolver pattern. sbt-ci-release has the same challenge.
cross-publish for sbt 2.0.0 #344

I guess we can live without sbt-scalafix and sbt-scalafmt for a while
