Is it worth just adding a "melpa-stable" respository (not enabled by default)?

That would be easy to add after support for tags is added at all, but adding support for tags at all is the main thing which will require effort. I would imagine adding a recipe keyword and associated user option for the default value, which would affect the VC layer such that checked-out revisions are "rounded" automatically to the last included tag. At that point one could define a melpa-stable recipe repository that just adds :only-tags t to returned recipes.
