It would be very useful for the UI to show some sort of notice when a cluster (or set of clusters) can be upgraded.

What conditions apply? I would assume that only clusters which are currently in the active state can have the state "Upgrade available"?
An upgrade is available when there is a ManagedOSVersion that is newer than the newest version referenced by a ManagedOSImage (Update Group)
