USB camera not initializating on start, needs physical removal and plug in - 0bda:5841 Realtek Semiconductor Corp

Describe the bug

I have an USB camera which works ONLY when I turn on rpi4 and unplug and plug the camera back to the USB port.

If the device is plugged in to the USB port on RPI4 start then it gets power and its LED leds are powered on, but the camera device is not available.
Tried rebooting usb ports using uhubctl, rebooting rpi, power down /power up rpi - no change.

Steps to reproduce the behaviour

ideally it would be to buy physical device https://en.tracer.eu/endoscope-camera-tracer-hardwire-5m-8mm-led-wifi to experiment with it.

Additional context

Most ideas from #5046 are not helpful, unfortunately.
usbcore.old_scheme_first=1 does not help,
USB_MSD_PWR_OFF_TIME=5000 does not help,
uhubctl with various options do not help

I may try with usb authorized 0 on boot some day.

Or maybe just use a physical 4 way relay switch over gpio to physically disconnect/connect the cables :D
