Description

Right now, Ray Serve status endpoint will return name, status, and message.
But when a serve deployment is under updating status, it is hard to know what is happening.
For example, if a serve deployment needs 10 cpus and the cluster does not have enough free cpus, the serve deployment will stuck at updating status.

It will be good if the message field can include details about the current status.

Use case

Deploy and debug serve deployments.
