[doc][train] Document `ScalingConfig(accelerator_type)` in user guide #44763

We should add a new section about configuring the accelerator type for workers in a Ray Train run.

We should add:

A new section under "Using GPUs": "Setting the GPU type"
- We do technically support many kinds of accelerators, let's just focus on documenting how to set GPU type for now (ex: schedule my training to happen on nvidia A10G)
A description of the functionality (see here: https://github.com/ray-project/ray/blob/master/python/ray/air/config.py#L129)
A code example of the usage
