[Tracking] Add internal data views

The links present in the search results all take you to external websites. We don't trust those websites to nicely give all the information. Also, they might take too long to load. To improve explorability and quality we want to render these resources ourselves. They are (at least):

• Agendapunt
• Behandeling van Agendapunt
  • Stemming
  • Besluit
• Zitting
  • Notulen
  • Verslag

I suggest these are all implemented separately and simply first (e.g. only direct attributes), later they could definitely be combined. I guess most of it could be combined in a single page. This would also support alternative searches or listings (e.g. on the level of zitting) #6 well.

Agendapunt and BehandelingVanAgendapunt are combined in /agendapunt/<id>

Zitting is in /zitting/<id>, I'm not sure how to add Notulen and Verslag to this, so I'll leave the issue open
