refactor: remove old code related to deprecationWarningIssues #29743

Changes

  • Remove old code related to deprecationWarningIssues
  • Remove custom migration for raiseDeprecationWarnings and add it to removed properties list
  • Change default value of supressNotifications to [] from ['deprecationWarningIssues']
  • Refactor tests
