Skip unchanged packages from delta calculations

On most steps of update process we extract some info (such as maintainers or links) from "old" and "new" package sets, calculate delta from it and then apply the delta to the corresponding summary table. However most packages do not change between updates thus not affecting the delta. We may skip such packages to make delta calculations faster.
