Previously we had stability issues with GH Actions, ex: apt-mirror syncs.
To help remedy this, the builds for Ubuntu should run in a Docker container.

https://github.com/ros-tooling/setup-ros-docker should solve this issue. As there is no clear exit criteria, feel free to re-open a more specific issue.
