more structure in Configuration Format Chapter #801

Hi,

currently, the configuration format chapter is a flat entity which can be more structured like:

Configuration
- Configuration Formats
  - sysklogd format
    - Basic Structure
    - Templates
    - blah
  - RainerScript
    - Actions
    - Input
    - I think you get the basic idea now

Unfortunately, this is again too big a change that I dare doing myself. Maybe somebody more familar with sphinx can tackle this.
