Feedback: Atlantis commands are not always intuitive to newcomers

I've noticed that some people comment atlantis apply and then merge the PR, unaware that Atlantis has not actually applied anything because it doesn't recognize words inside code blocks. People might think to use code blocks because the Atlantis instructions use a code block.

This is the second time this has happened. I have some ideas on how to fix it, not sure which is best:

• Recognize atlantis commands at the start of a code block
• Update instructions
• Some sort of way to block merging until there is an apply?

Updating the instructions would probably be simplest. Thoughts?

people should not be able to merge PRs in that case and you should only atlantis to do so and configure it to merge after apply, then atlantis will apply first and then merge.
