Background: See the general plan for skipping typeck.

NB: Part of the roadmap issue on incremental compilation.

Building on infrastructure we create in #39496, we will also need to save (and potentially invalidate when loading) the "pass complete" sets for each pass. The values of these sets are just (), so that shouldn't be too hard. =)

I've been adapting the incremental compilation plan. I'm going to close this issue in favor of the new plan.
