These are not required in the latest nbformat, and we have them.

Also a good use of having them longterm saved is "links to specific cells", like colab does.

Colab's rollout plan is jupyter/nbformat#189 (comment)

We're still in stage 1- cell IDs will be round-tripped if the user opens 4.5 notebooks but we have not yet started creating them by default.
