This PR seems to resolve the problem:

There are in fact 2 kinds of issues regarding import:

from .sls files, fixed by Make sure SaltCacheLoader use correct fileclient saltstack/salt#61895
from file.managed jinja templates which is still an issue.

For point 2, I use the file.cache woraround.
