Finish sonarr/radarr implementation

It works, but needs some finishing touches.

• Edit 'can request' perm to require admin approval.
• Create 'request auto approval' perm, so requests can be auto approved for certain users.
• Show sonarr/radarr progress after content requested #200
• sonarr/radarr notifications for users after content is downloaded #426
• Make sure downloaded/added state exists for content already added and downloaded
• Ensure everything still works with sonarr/radarr disabled
• While on a tv/movie page where the content was just requested, or the first status request was anything other than (not requested), ping the endpoint every 3s for updates.
• TV - Need to allow changing the request/requesting more seasons
• TV - Show all episode download progresses individually in new modal
• Make Pending download label more clear #523

Can you add an approval function for admins to approve content when requested by users, before it is sent to sonarr/radarr?

Hey @Gandalf-the-Blue, I'll look into how we could do that. Might create another issue to track that if it turns into a big task.

It may be a bit barebones without us having a notification system built yet, but getting it in now would be a good idea.

Going to release the partial changes in v1.38 and push this back since it's taking up a lot of time.

The request button will now show the status of downloads and if the content is available (won't show if available for shows yet, thats a little more complex :(, though download status does work).

Content requesting by users should also work (users without auto approve perm will require an admins approval for the movie/show to be added to radarr/sonarr). Page accessible via requests button in the face sub menu.
