Compiler confuses all attributes starting with xmlns with namespace bindings #5131

The compiler interprets any attribute whose name starts with "xmlns" as a namspace binding:

scala> <a xmlnsattr="blah"/>
res0: scala.xml.Elem = <a xmlns="blah"></a>
