Right now, Argus doesn't have a consistent reason to show user tooltips. They are mostly used to show errors within the asynchronous tasks. Sometimes they are used to show progress after user clicks a button but not everywhere, for example #431.

This task is here to track any PRs that improve/fix tooltips.
