In python 3.13, it become possible to build it in no-gil mode. We need to find a way to run our tests on no-gil python binary.

Any C library that does not support NOGIL protocol will turn GIL on. To make tests are running on no-gil mode we need to enfore it via PYTHON_GIL=0
