程序中想先用RotationDetector矫正后再用PaddleOCR识别，
RotationDetector的依赖项是：
Sdcb.PaddleInference.runtime.win64.mkl
Sdcb.RotationDetector
OpenCvSharp4.runtime.win
之前看到说cpu和gpu的runtime推理包会冲突，请问这种情况下是不是只能使用cpu来跑了呢？

GPU的包也能用mkldnn/blas推理
