建议尽快提升默认的docker版本到20.10.10以上 #2285

建议把sealer默认的Docker升级到20.10.10以上,在制作某些镜像的时候，由于docker版本太低，会带来一些不兼容的问题。比如制作以ubuntu22:04为基础的镜像时，会导致无法更新和安装软件。

可以自行升级。替换掉cri/docker.tar.gz ，注意需要将官网下载下来的docker.tar.gz二次压缩，去掉docker目录这一层。再修改scripts目录下的docker.sh ，版本号根据实际情况修改，例如DOCKER_VERSION="20.10.24"。
