This is a Bug Report

Description

For bug reports:
forceExclude doest work correctly with node16(npm v8) when excluded dep. defined as peerDep for one of the packages. In my caase aws-sdk in not excluded which drastically increase the final packet size. Was prepared example repo with described steps to reproduce: https://github.com/collierrgbsitisfise/serverless-webpack-issue
