We may want to pull in the wiki with all of its git history into a docs/ folder in the repo, as we did with shadow.

Related tasks:

modularize the sections into separate files
the "Generating a new Tor Network" section should be replaced with a link to https://github.com/shadow/tornetgen
remove deprecated tools/generate.py and tools/parsealexa.py scripts
