Custom message when signups are disabled

Currently when signups aren't "open" the "Create Account" link disappears from beneath the login box, though people sometimes still stumble across /user_admin/create which contains only a hardcoded error message. It would be better to have the link to that page exist, but instead of the hardcoded message it should have a message that admins can edit.
