サーバーハッシュタグを設定できるようにする
- 設定した情報は EbiMeta テーブルに記録し、 api/ebi/meta 経由で取れる
全てのローカル投稿にサーバーハッシュタグが強制付与されるようになる
- 削除して編集機能などを使ったときは自動的に取り除かれる
- ハッシュタグが既についている場合は強制付与されない
