[Feature Request] Better rate limiting

Rollbar has a rate limiting feature by token but something we want to a limit only a special kind of error or level.

That would be nice is the capacity to switch token given on some voter (I love voter 😄). So some may switch token by error level, by specific exception, or something else.

What is your opinion on this ?

That would be great to map any kind of report to any token (and so rate by report type) !

The trick is to map the report types, right ?

Rollbar library has a new structure in 1.0.0-beta. I think at first we should update bundle to the new rollbar library structure. After that we can implement this feature.
