This PR adds a Chromatic yarn script, and runs it in CircleCI

How to test

To deploy to Chromatic locally, first get the project token from here, then:

cd code
CHROMATIC_TOKEN_STORYBOOK_UI="the-project-token" yarn storybook:ui:chromatic
