Prepare to move recommended development environment to f39

Formatting changes that we have found are consistent with previous version of black, so we can update those now.

• pyudev - conflicts
• stratisd-conflicts
• ci - conflicts

pylint:

• stratis-cli - in GitHub Actions container, strange pylint error, not reproducible
• ci - in GitHub Actions container, strange pylint error, not reproducible

After pylint upgrade, the above go away, but new ones are appearing:

Fedora 39 is released, and we are as prepared as we can be, so we just need to decide when we want to upgrade.
