Release 2.0.10 as debian package

Hey,

the 2.0.9 release included a bug which makes ProxySQL fail on config load. See #2536. This got fixed in #2538 and release with 2.0.10. But 2.0.10 was never released as a debian package. Could you please do so? :)

Tag 2.0.10 defines the beginning of branch v2.0.10 .
When version 2.0.10 will be released, it will have tag v2.0.10 .
Example: https://github.com/sysown/proxysql/releases/tag/v2.0.9
