CLI for Sleap-NN training and inference

Now that we have a working pipeline for training and running inference, we should add the option to make the functionalities access through a command prompt - for training and inference.

Note: We don't have a Tracker yet but it's better to add the options for tracker as well. (check the Tracker module attributes once the basic version is done)
