At present if a person is removed from a congregation or group their historic attendance is removed/moved with them. It would be better if their historic attendance remained with the group.
Workaround: "Rollover" groups e.g. if most people move homegroup over summer then each summer create a new batch of homegroups with the new members. 2017/18 homegroups will retain accurate attendance, 2018/19 homegroups will have accurate member lists.

In the case of home groups, I think your workaround is actually the best practice. That way when viewing a person you can see at a glance which homegroups they've been in historically.
You're right that if somebody moves congregation from A to B, their historic congregational attendance appears to be for B when actually it was at A. To address this we could store, with the attendance record, what congregation it was marked for at the time, and then use that field for historical reporting etc.
