Add an option to enable SSE on the SNS Topic this module can create
Motivation and Context
We operate in environments with policies that all resources that support SSE must have it enabled
Breaking Changes
None. Defaults to existing behavior if this new variable is not provided
How Has This Been Tested?
Deployed into several environments from our fork with no issues
