DepGraphs.is_in_project is not enough: it can also be importable if in a parent project.

(hm, maybe depgraphs should look into parent/global projects too)

currently, the pipeline(cmd, buf) in our run_verbose only captures the stdout. The ERROR: ArgumentError: Package Plots not found in current path. is not shown nor catpured
